Amends section 41-713 of Arizona Revised Statutes regarding the telecommunications fund established to pay costs of the telecommunications program office.

Requires the department of administration to prepare an annual report accounting for all monies deposited in the telecommunications fund, their sources, how they were used in the prior fiscal year, and planned uses for the next fiscal year.

Directs the department director to post the annual telecommunications fund report on the department's website for public access.

Maintains existing fund composition sources including legislative appropriations, grants, monies from administering the telecommunications program office, proceeds from asset sales, and payments from agencies and political subdivisions for services.

Preserves the exemption of fund monies from lapsing of appropriations provisions under section 35-190.
