Amends Arizona Revised Statutes section 15-1621 to allow the superintendent of public instruction to designate a representative to serve as an ex officio member of the Arizona Board of Regents instead of requiring the superintendent's personal attendance.

Maintains the board's composition of ten appointive members (including two student members) plus the governor and superintendent of public instruction as ex officio members.

Makes a technical correction to standardize the hyphenation of "two-year" when referring to student member terms.

Does not substantively change appointment procedures, term lengths, or qualifications for board members beyond allowing the superintendent to send a designee.
