Amends Arizona Revised Statutes section 44-1648 regarding scrap metal dealer registration and local licensing authority.

Updates references to statutory sections 9-500.36 and 11-269.14 (or 9-500.38 and 11-269.15 depending on whether HB 2131 becomes law) that govern local jurisdiction licensing of scrap metal dealers.

Clarifies that local licensing systems requiring background checks, identification, and fingerprinting of scrap metal dealer owners are not preempted by state law.

Grandfathers scrap metal dealer licenses that were current and in good standing with local licensing systems before September 13, 2013, preventing local jurisdictions from requiring reapplication unless circumstances require amendment or new filings.

Includes conditional enactment provision: Section 1 takes effect if HB 2131 does not become law; Section 2 takes effect if HB 2131 does become law.
