Amends Arizona Revised Statutes section 15-393 to change grade eligibility for joint technical education district (JTED) funding from grades 10-12 to grades 9-12, allowing ninth graders to be included in student count and average daily membership calculations.

Permits ninth graders in grade 8 or 9 to be funded with monies generated by the five cent qualifying tax rate authorized for JTEDs, whereas previously only grade 8 students could access this funding source.

Adjusts average daily membership calculations for ninth graders enrolled in courses meeting at least 150 minutes per class period at centralized or leased centralized campuses to 0.75, consistent with existing provisions for grades 10-12.

Modifies the sum of average daily membership limits for ninth graders enrolled in both school district and JTED courses at community colleges or centralized campuses to not exceed 1.75, matching eligibility rules for upper grade students.
