Renames the "domestic violence shelter services fund" to the "domestic violence services fund" and expands its purpose to support domestic violence service providers offering shelter, advocacy, and other support services beyond just emergency shelter.

Adds a new definition of "domestic violence service provider" to include facilities providing shelter, victim advocacy, and other support services to domestic violence victims.

Repeals sections 36-3003 and 36-3004 of Arizona Revised Statutes and revises eligibility requirements for service providers to adhere to statewide service standards approved by the department of economic security and a state coalition against domestic violence.

Adds sex, gender identity, sexual orientation, disability, and limited English proficiency to the protected classes preventing discrimination by domestic violence service providers receiving state funds.

Changes language throughout the statute from "shelter for victims of domestic violence" to "domestic violence service provider" to reflect the broader scope of services funded by the state.
