Amends sections 13-3620, 46-453, and 46-454 of Arizona Revised Statutes relating to the duty to report abuse of minors and vulnerable adults.

Adds liability protections and indemnification provisions for experts serving under contract with the state who report abuse or participate in investigations, provided they are not charged with or suspected of the abuse in question.

Clarifies that persons reporting abuse are not state actors or agents of the state, and establishes that only the state may enforce immunity provisions rather than allowing private rights of action.

Maintains existing reporting obligations and immunities for mandatory reporters (physicians, social workers, peace officers, etc.) while specifying these protections do not apply if the reporter is suspected of abusing the victim.

Removes language conditioning immunity on lack of malice, replacing it with a narrower exception based on whether the reporter is charged with or suspected of abusing the victim.
