Adds language specifying that "the" addressee (rather than just "addressee") receives certified mail service for subpoenas.

Extends protections to licensed health care providers summoned to testify in criminal prosecutions or grand jury investigations in other states, ensuring that Arizona state privileges, defenses and protections apply to the witness regardless of the requesting state's laws.
