Expands eligibility for Arizona Empowerment Scholarship Accounts beginning in the 2016-2017 school year to include any child attending kindergarten or grades 1-5 in public school.

Phases in expansion to include grades 1-8 beginning in the 2017-2018 school year.

Expands eligibility to include all grades kindergarten through 12 beginning in the 2018-2019 school year and thereafter.

Children meeting the new grade-level eligibility requirements are exempt from the prior attendance requirement in subdivision (b) of the "qualified student" definition.
