Enacts the Interstate Medical Licensure Compact, allowing physicians with active licenses in one member state to obtain expedited licenses in other participating states without additional examination requirements.

Establishes the Interstate Medical Licensure Compact Commission to oversee the compact's administration, set rules, and coordinate disciplinary actions across member states.

Creates temporary licensure provisions allowing physicians licensed in other states to practice in Arizona for up to 250 consecutive days while their permanent license application is pending, effective July 1, 2017.

Prohibits Arizona medical boards from requiring specialty board certification as a condition of licensure, though they may consider it as a licensing factor.

Appropriates $50,000 and 3 full-time positions to the Arizona Medical Board for licensure implementation in fiscal year 2016-2017.
