Amends Arizona Revised Statutes section 28-7902 regarding outdoor advertising along highways.

Replaces references to "the effective date of this amendment to this section" with the specific date "May 9, 2012" in subsections G, H, I, and K.

Clarifies that electronic outdoor advertising conversion is only permitted within a specified geographic area defined by coordinates in subsection E, paragraph 2 after May 9, 2012.

Establishes legal nonconforming status for electronic outdoor advertising that was operational before May 9, 2012 but located outside the permitted geographic area.

Confirms that cities, towns, and counties may enact ordinances regulating electronic outdoor advertising that are more restrictive than state law but not less restrictive.
