• Repeals subsections U and V of Arizona Revised Statutes Section 15-393, which had reduced base support level funding to 92.5% for pupils enrolled in both school districts/charter schools and joint technical education districts (JTEDs), effective fiscal year 2016-2017.

• Removes restrictions that allowed school districts to offset losses from the funding reduction by using JTED monies received, eliminating the cap that prevented offsets from exceeding the reduction amount.

• Renumbers remaining subsections W through Z to U through W to maintain sequential order after the repeal of the two subsections.

• Maintains all other JTED governance, funding, and operational provisions relating to student count, average daily membership calculations, satellite and centralized campuses, and intergovernmental agreements.

• Declared an emergency measure operative immediately upon passage.
