Amends section 28-925 to require each tail lamp to emit red light visible from 500 feet to the rear, changing language from "the tail lamp" to "each tail lamp."

Amends section 28-927 to separate requirements for selling new vehicles and driving vehicles on highways; requires stop lamps to meet section 28-939 standards for both new sales and highway operation.

Creates a warning provision in section 28-927 establishing that first violations of stop lamp requirements are not civil traffic violations and may result only in verbal or written warnings from peace officers.

Amends section 28-939 to clarify that each stop lamp, tail lamp, or signal lamp must be maintained in good working condition and not project glaring light, using "each lamp" instead of "the lamp or lamps."
