Expedites professional license and certificate issuance for military spouses accompanying active duty service members to Arizona military installations, requiring issuance within 72 hours (or 120 hours if criminal background check required) if applicant meets specified criteria.

Requires applicants to hold current valid licenses or certificates in good standing in at least one other state in the same discipline and practice level.

Removes previous requirements that applicants be licensed for at least one year, previously pass an examination, and meet specific education/work experience/clinical supervision requirements from another state.

Restricts issuance if applicant has had license revoked, voluntarily surrendered a license under investigation, had discipline imposed, or has pending complaints or investigations related to unprofessional conduct.

Allows regulating entities to enter reciprocity agreements with other states for military spouses, but only if standards are substantially equivalent to or greater than Arizona's standards.
