Allows county boards of supervisors to conduct annual audits through licensed certified public accountants or public accountants not employed by the county, with audits required for all counties each fiscal year.

Requires audit reports to include all county accounts and funds, financial statements in accordance with generally accepted government accounting principles, auditor's professional opinion, and verification that Arizona highway user revenue fund monies are used solely for authorized transportation purposes.

Mandates counties file audit reports with the auditor general, secretary of state, and make one copy available as a public record immediately upon receipt.

Amends section 41-1279.07 to specify that counties conducting audits under the new section 11-666 are not required to have the auditor general conduct audits, making the county audit fulfills the attestation requirement for expenditure limitation reports.

Counties bear the expense of conducting the annual audit.
