Prohibits manufacture of personal care products containing synthetic plastic microbeads beginning January 1, 2017, with an exception for over-the-counter drugs until January 1, 2018.

Prohibits acceptance for sale of personal care products with synthetic plastic microbeads beginning January 1, 2018, and over-the-counter drugs with microbeads beginning January 1, 2019.

Defines "synthetic plastic microbead" as nonbiodegradable solid plastic particles smaller than five millimeters used for exfoliation or cleansing in rinse-off products.

Establishes civil penalties of up to $1,000 for first violations and up to $2,500 for subsequent violations.

Designates the Arizona Attorney General to enforce this chapter.
