Requires prescription orders to include the prescribing physician or optometrist's name, issuance date, lens brand name, type, tint, and all specifications necessary for accurate dispensing.

Changes prescription expiration period from one year to a blank period (to be filled in) after issuance, with prescribers required to document health-related reasons if prescribing for less than the standard period.

Requires refills within 60 days of expiration to be dispensed in sufficient quantity only through the expiration date, in compliance with FDA packaging standards.

Requires pharmacies to include warning notice about eye discomfort symptoms with dispensed lenses and to disclose all associated charges in advertisements for replacement soft contact lenses.
