Mandates schools provide at least five copies of paper-based instructional materials that cannot be posted online due to copyright restrictions to public libraries for free checkout and public review without access restrictions.

Prohibits schools from restricting citizen access to instructional materials through passwords or other means, and bars schools from purchasing materials or assessments that limit public access.

Requires schools to update instructional materials postings whenever curricula, methods, standards, assessments, professional development, or data collection practices change.

Establishes that parents and Arizona citizens have a right to review all government-funded instructional content and activities to ensure compliance with state law and to exercise their parental educational responsibilities.
