Amends Arizona Revised Statutes Title 34 by adding Chapter 7 regarding materials for public buildings and improvements.

Prohibits public bodies from preferring one type of suitable piping material over another in water, wastewater, or storm water drainage projects funded wholly or partially with state monies.

Defines "suitable piping material" as material meeting American Society for Testing and Materials or American Water Works Association standards and meeting project specifications.

Permits preference for a particular piping material type only when sound engineering practices indicate it is more appropriate for a specific project.

Applies to state agencies, cities, towns, counties, school districts, and other political subdivisions of Arizona.
