Creates Arizona Revised Statutes section 41-3509 allowing budget units to develop and share software with other budget units at no cost or warranty.

Defines "government off-the-shelf software" as software originally developed for one budget unit's purpose that is subsequently reused by another budget unit or integrated into a new government system or application.

Permits private entities funded, specified, and overseen by a budget unit to also produce and distribute government off-the-shelf software under the same terms.
