Requires the presiding judge of the superior court in each county to establish a veterans court to adjudicate cases filed in superior, justice, or municipal courts.

Mandates that cases alleging only violations of section 28-1383, subsection A, paragraphs 1, 2, or 4 (aggravated DUI offenses) filed against veterans must be referred to veterans court.

Requires originating courts to notify prosecutors of any criminal case referred to a veterans court.

Allows courts to defer mandatory incarceration requirements for defendants under veterans court jurisdiction who comply with probation or supervision terms, with the deferment becoming permanent upon successful completion.

Applies mandatory referral provisions to both superior courts and justice/municipal courts that have established veterans courts.
