Transfers regulatory authority over real estate appraisers from the State Board of Appraisal to the Department of Financial Institutions Superintendent, effective immediately upon passage.

Repeals sections 32-3606 and 32-3608 (Board of Appraisal Fund) and transfers remaining unexpended monies to the state general fund; establishes an appraisal subcommittee fund within the Department of Financial Institutions to manage national registry fees.

Updates all references throughout Title 32, Chapter 36 and related sections from "board" to "superintendent" to reflect the shift in administrative oversight of licensure, certification, registration, and disciplinary proceedings for appraisers.

Adds "Department" to the definitions section of appraisal law and clarifies that the superintendent maintains registries, receives applications, and publishes information about supervisory appraisers and registered trainee appraisers on the department website.

Makes conforming changes to sections 6-101, 41-619.51, 41-1092, and 41-1758 to replace references to the State Board of Appraisal with the Department of Financial Institutions.
