Repeals sections 16-241, 16-242, 16-244 through 16-250 of Arizona Revised Statutes relating to the presidential preference election process and ballot requirements.

Changes the article heading from "PRESIDENTIAL PREFERENCE ELECTION" to "NATIONAL POLITICAL PARTY PRESIDENTIAL CANDIDATES" and amends section 16-243 to require national party chairmen to provide nominee information to the secretary of state by September 1 in presidential election years.

Removes references to presidential preference elections from voter registration counting requirements in section 16-168 and from election-related provisions in section 16-193.

Removes presidential preference election hand count requirements from section 16-602, leaving hand count procedures for primary, special, and general elections only.

Appropriates $6,096,767 from the state general fund for fiscal year 2015-2016 to reimburse counties for 2016 presidential preference election expenses, with reimbursement rates varying by county voter registration size ($2.50 to $3.50 per active registered voter).
