Amends Arizona Revised Statutes section 12-1134 to remove the exemption for land use laws required by federal law, allowing property owners to seek just compensation when federal land use laws reduce property values.

Entitles property owners to just compensation from the state or political subdivision when a land use law enacted after property transfer reduces the fair market value of their real property.

Maintains existing exemptions for laws protecting public health and safety, preventing public nuisances, restricting sex offender housing and adult businesses, establishing utility facilities, and laws enacted before December 7, 2006.

Allows property owners to demand just compensation without first submitting a land use application, and provides a cause of action if compensation is not resolved within 90 days.

Requires a three-fourths vote in both houses of the legislature for enactment, as mandated by the Arizona Constitution.
