Establishes the Salt River wild horse herd study committee consisting of two state senators, two state representatives (from different parties), one university veterinary medicine representative, and one Midwestern University college of veterinary medicine representative appointed by the House Speaker.

Committee shall study the environmental and fiscal impact of the Salt River wild horse herd and evaluate the feasibility and actions necessary to actively manage the herd.

Committee must submit findings and recommendations report to the Governor, President of the Senate, and Speaker of the House by December 31, 2016, with a copy provided to the Secretary of State.

Committee is repealed effective September 30, 2017.
