Amends Arizona Revised Statutes section 40-881 to establish minimum crew requirements for trains operating within Arizona.

Requires railroads to maintain a minimum of two certified operating employees (one engineer and one conductor) in the lead locomotive control compartment while trains are in motion, with exceptions for switching operations, car inspections, and setouts.

Requires railroads to maintain a minimum of two operating employees during remote control operations.

Exempts passenger, mail, and express trains from the new crew requirement standards in subsections C and D.

Clarifies existing requirements for passenger, mail, and express trains of varying lengths operating outside yard limits on main and branch lines.
