Amends Arizona Revised Statutes sections 19-123 and 19-124 regarding initiative and referendum procedures.

Requires the secretary of state to post the publicity pamphlet on its website as soon as practicable after determining contents, in addition to mailing copies to households with registered voters.

Mandates the secretary of state prominently post on its website the dates when ballot measure filings are due and the election date for both regular primary and special elections.

Allows arguments for ballot measures to be submitted electronically and in electronic format, with the secretary of state required to provide systems for receiving electronic submittals and documents.

Permits signed, sworn statements to substitute for notarized signatures when sponsoring ballot measure arguments by individuals, organizations, or political committees.
