Amends Arizona Revised Statutes to require the state transportation board to consider recommendations from a newly established tribal infrastructure board regarding funding priority projects on tribal lands.

Creates a tribal infrastructure board consisting of six members: one representative from the Arizona Commission of Indian Affairs, one from the Navajo Nation, and four from the Intertribal Council of Arizona, appointed by the governor for six-year terms.

Requires the tribal infrastructure board to study infrastructure needs of tribes in Arizona and submit annual reports of findings and recommendations to the governor, legislature, and relevant legislative committees.

Board members are eligible to receive compensation under section 38-611 and initial member terms are staggered, with two members' terms ending January 31 of 2020, 2021, and 2022.

Tribal infrastructure board automatically terminates on July 1, 2024 pursuant to Arizona's sunset review process.
