Amends Arizona Revised Statutes section 4-201 to require the state liquor board to consult with tribal councils or governing bodies before approving applications for spirituous liquor licenses within 25 miles of tribal land.

Allows tribal councils or governing bodies of recognized Indian tribes to protest spirituous liquor license applications if the proposed premises are within 25 miles of tribal land, in addition to existing protest procedures.

Defines "Indian tribe" as any organized Indian nation, tribe, or community recognized as an Indian tribe by the U.S. Department of the Interior.

Defines "tribal land" as lands held in trust by the United States for exclusive use by Indian tribes under treaty, statute, or executive order, including federally recognized Indian reservations.
