Prohibits the state from applying for or accepting waivers under federal SNAP law, and limits categorical eligibility, income standards, and resource limits to federal minimums unless expressly required by federal law.

Establishes disqualification periods for SNAP program noncompliance: 3 months for first violation, 6 months for second violation, and permanent disqualification for third violation, unless prohibited by federal law.

Expands restrictions on cash assistance electronic benefit transfer card use to prohibit transactions at jewelry stores, tattoo parlors, massage parlors, spas, lingerie shops, tobacco stores, psychic businesses, bail bond offices, movie theaters, swimming pools, cruise ships, and theme parks, and prohibits purchases of cigarettes, bail, travel services, lottery tickets, and entertainment tickets.

Requires electronic benefit transfer cards to display a color photograph of the recipient, limits replacement cards to three per 12-month period before requiring a fraud investigation interview, and caps authorized representatives at four individuals per card.

Requires annual spending reports on SNAP and temporary assistance benefits, including out-of-state spending by state and in-state spending by retailer and location, and modifies child support enforcement sanctions to include termination of benefits for delinquency on court-ordered child support payments.
