Adds "full-line consumer fireworks" (aerial fireworks like sky rockets, roman candles, and shell devices) as a new category of permitted fireworks that can be sold to out-of-state residents and in-state residents who sign a document to remove them within 48 hours.

Restricts full-line consumer fireworks sales to permanent retail structures not exceeding 10,000 square feet equipped with fire suppression systems that meet NFPA 1124 standards; prohibits their use in Arizona without a local permit.

Allows counties with populations over 500,000 and counties with populations under 500,000 to regulate the sale and use of both permissible and full-line consumer fireworks, including prohibition during fire restrictions.

Updates NFPA 1124 reference from 2013 edition to 2016 edition and replaces outdated language regarding shipments of fireworks outside the state.

Includes firecrackers as a permissible consumer firework and adds full-line consumer fireworks to existing state preemption provisions for fireworks regulation.
