Requires all school districts and charter schools to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2017, with exceptions if economically infeasible.

Amends energy conservation standards for public buildings to require state agencies to reduce energy use by 20 percent per square foot by July 1, 2024, and mandates state agencies, universities, school districts, and community colleges purchase at least 10 percent of energy from green sources by July 1, 2021.

Establishes energy and water efficiency fund for public facilities administered by the Arizona Commerce Authority with $10 million available to provide loans to state agencies, cities, towns, counties, and political subdivisions for energy and water efficiency measures.

Creates green public schools task force to identify retrofit procedures for public schools to meet leadership in energy and environmental design standards, recommend a model green cleaning policy, and report findings by November 1, 2017.
