Establishes a white collar crime offender registry operated by the Arizona Attorney General to collect, maintain, and publicly disseminate information on convicted offenders.

Requires registration for persons convicted of specific white-collar crimes including business fraud, theft, financial exploitation, mortgage fraud, telecommunications fraud, money laundering, and securities fraud.

Registry listing duration: 10 years for first offense, 10 years for second offense, and lifetime for third or subsequent conviction.

Allows offenders to petition the court for removal from the registry after 5 years if they complete treatment, pay all restitution, comply with court orders, and have no additional convictions.

Appropriates $100,000 from the state general fund for fiscal year 2016-2017 to establish and operate the registry.
