Appropriates $30,000,000 from the state general fund to the Arizona highway user revenue fund for fiscal year 2016-2017.

Distributes funds to counties (33.231%), incorporated cities and towns (48.097%), incorporated cities with 300,000+ population (5.247%), and counties with 800,000+ population (13.425%).

Distributions to counties, cities, and towns must follow procedures in Arizona Revised Statutes sections 28-6540 and 28-6538.

Funds may be used only for direct costs of constructing, reconstructing, maintaining, or repairing public highways, streets, and bridges, plus rights-of-way acquisition and related expenses.
