Establishes a dual language education program study committee with 11 members appointed by the speaker of the house, president of the senate, and superintendent of public instruction, including legislators, educators, researchers, and linguistics experts.

Directs the committee to study and analyze research-based data on the impacts and effectiveness of dual language education programs for English language learners and fluent English speakers, including impacts on student achievement, biliteracy, and cross-cultural attitudes.

Requires the committee to research program costs, growth trends over the past decade, and school districts' capacity to teach content in languages other than English.

Authorizes the committee to request information from state agencies and political subdivisions, hold public hearings, and receive testimony from community members.

Requires the committee to submit findings and recommendations to the governor, legislature, and superintendent of public instruction by December 31, 2016, with the committee automatically repealing on June 30, 2017.
