Appropriates $25,000,000 from the state general fund to the Arizona Commerce Authority for angel investment recapitalization ($20,000,000) and research and development tax credit recapitalization ($5,000,000).

Appropriates $2,000,000 from the state general fund to the Office of Tourism for operating lump sum appropriation in fiscal year 2016-2017.

Appropriates $30,000,000 from the state general fund to the Arizona highway user revenue fund for distribution to counties (33.231%), incorporated cities and towns (48.097%), incorporated cities over 300,000 population (5.247%), and counties over 800,000 population (13.425%).

Appropriates $30,000,000 from the state general fund to the Department of Transportation for accelerating construction of improvements to State Route 189 between the Mariposa port of entry and Interstate 19.
