Appropriates $6,325,500 to the State Department of Corrections for fiscal year 2016-17, including $5,660,400 for a Northern Region Community Corrections Center and $665,100 for substance abuse treatment services.

Appropriates $250,000 to the Arizona Judiciary for fiscal year 2016-17 for a Superior Court Drug Treatment as an Alternative to Prison program.

Funds all appropriations from the State General Fund with total funding of $6,325,600 for corrections and $250,000 for judiciary.

Specifies that no other funding source may be used if monies from designated sources become unavailable.
