Establishes a joint select committee on corrections consisting of six voting members: three senators (two appointed by senate president, one by minority leader) and three representatives (two appointed by house speaker, one by minority leader), plus three nonvoting members (governor or designee, corrections director or designee, and administration director or designee).

Committee shall meet at least twice yearly and elect its own chairperson; quorum requires four voting members; members receive no compensation but are eligible for expense reimbursement.

Committee must receive testimony from the Department of Administration on prison bed construction schedules and from the State Department of Corrections on inmate population trends and conditions including inmate deaths, complaints, food services, and heating/cooling systems.

Committee shall review and make recommendations to the legislature regarding future prisons, capital improvements, private incarceration facilities, and other prison construction and operations matters, submitting an annual report by October 15.

Committee automatically terminates on July 1, 2024 pursuant to section 41-3103.
