Maintains that earned release credits do not reduce the court-imposed term of imprisonment, and the director retains authority to forfeit and restore credits based on prisoner conduct and program participation.

Requires prisoners to achieve eighth-grade functional literacy before release to community supervision, with exceptions for inmates with learning disabilities, level five offenders, foreign nationals, and those with less than six months remaining incarceration.

Specifies that prisoners convicted of sexual conduct with minors under fifteen or child molestation must comply with a prohibition on residing within 440 feet of schools as a condition of community supervision.

Establishes forfeiture of five earned release credits for false claims, delays in proceedings, false testimony, or harassment in legal filings; also allows forfeiture for positive drug tests during incarceration.
