Appropriates $14,077,400 to the Department of Child Safety from the state general fund for fiscal year 2016-17, including $4,077,400 for caseworker retention pay, $4,000,000 for healthy families programs, $4,000,000 for in-home preventive support services, and $2,000,000 for training and support of unlicensed relative caregivers.

Appropriates $12,000,000 to the Department of Economic Security from the state general fund for fiscal year 2016-17, including $8,000,000 for child care subsidy and $4,000,000 for temporary assistance for needy families cash benefits.

Requires the Arizona Health Care Cost Containment System Administration to submit a state plan amendment within five days to resume enrollment in the state's Title XXI children's health insurance program and request any additional federal allotment needed.

Requires the AHCCCS director to notify the Arizona Legislative Council by July 15, 2017 of whether the federal Centers for Medicare and Medicaid Services approved the state plan amendment to resume children's health insurance program enrollment.

Directs the legislative council staff to prepare conforming legislation if the state plan amendment is approved, for consideration by the fifty-third legislature.
