Establishes a location restriction for new charter schools established after December 31, 2016, prohibiting them from being located within five miles of a school with an A or B letter grade assigned within the previous three years.

Exempts charter schools established before January 1, 2017 from this five-mile location restriction requirement.

Applies the grading standard referenced in Arizona Revised Statutes section 15-241 to determine which schools qualify as A or B grade institutions for purposes of this restriction.
