Repeals the existing section 15-1427 and establishes a new State Board of Directors for Community Colleges consisting of 15 members (one from each county appointed by the governor), plus a representative from the Arizona Board of Regents and the Superintendent of Public Instruction or designee, with seven-year terms.

Grants the state board authority to adopt rules and policies governing community colleges, including setting tuition and fees, establishing curricula and standards, approving real property leases (up to 15 years), and authorizing educational exchanges with Sonora, Mexico institutions.

Requires the state board to hold at least eight annual meetings, appoint an executive director, and submit annual reports to the governor on community college progress, operations, and finances by November 1 each year.

Establishes that the Auditor General shall determine accounting systems and methods for community college districts in conjunction with the state board, as provided in section 41-1279.21.

Provides that the state board terminates on July 1, 2026, with Title 15, Chapter 12, Article 2 repealed on January 1, 2027, with initial board member terms staggered from 2017 to 2021.
