Establishes a state board for community colleges study committee consisting of 9 members including legislators, community college representatives, Arizona Board of Regents member, and a representative from a statewide community college organization.

Committee members are not compensated but are eligible for expense reimbursement under Arizona Revised Statutes title 38, chapter 4, article 2.

Study committee shall examine the impact of establishing a state board for community colleges on coordination between community colleges and universities, operational improvements, educational standards, and accreditation efforts.

Committee must submit findings and recommendations report to the governor, president of the senate, and speaker of the house of representatives by December 1, 2016, with a copy to the secretary of state.

Committee and study provisions are repealed effective December 31, 2016.
