Establishes the Arizona Film Commission consisting of one state film commissioner appointed by the governor and two public members appointed by a film production association in the state.

Grants the commission authority to promote film and media production in Arizona and coordinate with other agencies to assist the film and media production industry.

Creates the Arizona Film Commission Fund supported by private grants, gifts, contributions, and devises, with the commission administering the fund and authorized to conduct fund-raising activities.

Commission operates as completely self-funded with continuously appropriated monies from the fund.

Commission terminates on July 1, 2019, with the enabling statute (Section 41-108) repealed on January 1, 2020.
