Amends Arizona Revised Statutes section 41-791.01 regarding the department's powers and duties relating to facilities planning and construction.

Corrects language in subsection A.2 by changing "changes thereof" to "changes of plans and specifications" for clarity.

Exempts the Arizona Board of Regents from compliance with the department's facilities planning and construction requirements by changing "shall not be subject to the provisions of" to "is not subject to" this section.
