Amends Arizona Revised Statutes section 41-1505 to modify the Rural Business Development Advisory Council's duties and operations.

Adds a new council responsibility to recommend ways to enhance the interstate competitiveness of rural businesses in the state without incurring taxpayer expense.

Makes a technical correction changing "per cent" to "percent" in the project funding contribution requirement section.

Extends the council's termination date to July 1, 2021 under the automatic agency review process in section 41-3103.
