Amends Arizona Revised Statutes Section 48-3609 regarding county flood control districts' floodplain management authority.

Adds new subsection L prohibiting districts from adopting or enforcing regulations that restrict aggregate extraction solely because it may cause erosion or aggravate existing flood-related erosion on adjacent or nearby properties.

Renumbers the former subsection L (regarding national flood insurance program compliance) to subsection M.

Maintains all existing floodplain delineation, development regulation, and flood protection requirements for residential, commercial, and industrial structures.
