Transfers administration of the K-3 reading program from the state board of education to the department of education.

Requires school districts and charter schools assigned letter grades of A or B to submit K-3 reading program plans only in odd-numbered years beginning in fiscal year 2016-2017, instead of annually.

Adds requirement for department of education review and recommendation before state board approval of K-3 reading plans for schools with C, D, or F grades or with more than 10 percent of third-grade students reading far below grade level.

Authorizes the state board of education to establish rules and policies for the K-3 reading program regarding proper use of monies, distribution by the department, and compliance with reading proficiency plans.

The K-3 reading program terminates on July 1, 2022 pursuant to section 41-3102.
