Expands the auditor general's schoolwide audit team to monitor both school districts and charter schools to determine the percentage of every dollar spent in the classroom.

Establishes a performance audit requirement for school districts receiving Arizona structured English immersion fund and statewide compensatory instruction fund monies to ensure compliance with title 15, chapter 7, article 3.1.

Requires audited school districts to provide written notification to the auditor general of whether they agree with audit findings and to submit status reports on implementation every six months for two years.

Authorizes the auditor general to review school districts' progress toward implementing audit findings and recommendations for up to two years, with authority to extend beyond two years if recommendations remain unimplemented.

Grants the auditor general authority to attend executive sessions of charter schools and school districts for purposes of conducting performance audits related to classroom spending.
