Amends Arizona law to allow persons with permanent or temporary physical disabilities to obtain removable windshield placards regardless of whether they own or lease a motor vehicle.

Permits the department to issue up to three permanent disability placards to nonprofit organizations assisting senior citizens, with volunteers required to maintain records of their use.

Establishes that permanent disability placards are valid for five years and temporary disability placards are valid for periods determined by the department, with all placards issued at no additional charge.

Requires applicants to submit medical certificates from hospital administrators, physicians, or nurse practitioners, or veterans to provide certificates of 100 percent disability from the U.S. Department of Veterans Affairs.

Defines "person with a physical disability" to include those unable to walk 200 feet without rest, those requiring assistive devices, those with severe lung or cardiac conditions, or those severely limited by arthritic, neurological, or orthopedic conditions.
