Amends Arizona Revised Statutes sections 37-1012 and 37-1014 to restructure the division of natural resource conservation under the state land commissioner.

Establishes a director position for the division of natural resource conservation who reports directly to the commissioner, replacing the previous "administrative officer" title.

Authorizes the commissioner to appoint a division director and other necessary staff with compensation determined under state salary rules (A.R.S. § 38-611).

Requires a separate appropriations request in the state land department budget for the division, including up to $40,000 per district and $60,000 per education center for approved districts, plus up to $250,000 for division operations and staffing.

Appropriates $150,000 from the state general fund to the state land department in fiscal year 2016-2017 to implement these provisions.
